If time after time, year after year, floods, hurricanes, high winds, tornados, and other weather events which are known to have been caused by someone with a cloudbuster are falsely claimed by the global warming faction to have been caused by global warming due to greenhouse gases, it eventually should become clear that they just have not got a clue what is going on in the atmosphere. ****************************************************** (5)From all this, it should be clear that the only way the greenhouse gas theory can possibly be taken seriously is to assume that we live in a universe in which orgone energy does not exist and only mechanistic factors apply. I cannot offhand recall a single report of a failure. But in the nature of things, most orops, like most other learning experiences, must be failures. Even a very experienced and expert operator could not reasonably expect success every time, and a beginner certainly could not.   So if there have been attempts made to end a drought, but the drought goes on, they have obviously been failures. There is nothing wrong with trying and failing. Everyone must go through the stage of learning to become good at anything. It is through mistakes that we learn. And it is through mistakes that science progresses.   And the only way we can expect to ever learn how to do cloudbusting properly is to report all the operations, the failures as well as the successes, so the results can be properly analyzed and learned from.   Somebody is keeping quiet. Many severe weather anomalies have been caused by someone like Ash Palise taking up cloudbusting after having found out about it on the web, and not even having bothered to read up on it.   There are several whole organized groups of people who are doing cloudbusting and most of them think they are the only ones doing it and that nobody else knows about it.   Many of them are paranoid conspiracy-theory nuts like Ash Palise who think the government is secretly doing it, so they are afraid to tell anyone what they are doing, so there is little communication in the field and nobody can correct their errors.   Many of these people also have come up with some "theory" of their own to explain how a cloudbuster works, usually without knowing anything about the rest of the orgonomic paradigm or other inventions like the orgone accumulator or the medical DOR-buster, whose functioning confirms and bolsters the orgone theory as developed by Reich.   I have no idea how many people are fooling around with cloudbusters, but it must be several hundred and there are probably several cloudbusters operating at any given time. Many of the weather anomalies being blamed in the media on global warming or El Niño are really the result of some fool like Ash Palise playing around with a cloudbuster.   Resorts have hired cloudbuster operators to make snow during the ski season. I knew of one case of someone in Ohio who blackmailed an organizer of a golf tournament into paying him $500 to NOT make rain during the tournament. It sort of makes me wonder what else is going on.   Trevor Constable, until his retirement, had been trying to commercialize cloudbusting for decades. Jerome Eden once has a contract with a ski resort to make snow, and he did it, but they still refused to pay him. Matt Ryan, a new-age type who lives at Mt. Shasta and used to be part of Sun Bears' "tribe" of neo-Indians until Sun Bear fired him for opening and answering mail addressed to Sun Bear without permission, has been paid over $100,000 over the last 10 years by farmers in Montana for cloudbusting services. He doesn't tell them how he does it, but gives them a religious rationale to hide how simple it is. And a group of Anarchists tried to sabotage the Republican Party convention in New York by cloudbusting. (At least they meant well!)   Eventual military and political use of the cloudbuster is almost a sure thing. At the start of World War l some pilots refused to drop bombs on enemy troops on the ground because it would be "unsporting". Aviation has come a long way. So will cloudbusting. ************************************************ (10)In one issue of his newsletter, James DeMeo says he and his groupies, the C.OR.E. Network, have conducted cloudbusting operations in the Pacific Northwest since mid-March to relieve a drought there. In spite of their good intentions, this is illegal. The National Environmental Policy Act requires that any project that will affect the environment must be publicly announced in advance and the public given some means of having some say in the process of decision-making. This is usually taken to mean public hearings of some sort, or at the very least, an address to which comments may be sent. The Wilderness Act forbids any actions which would affect a Designated Wilderness Area. The area typically affected by a cloudbusting operation is larger than the state of Oregon, and cloudbusting anywhere in the Pacific Northwest would inevitably violate the Wilderness Act by influencing weather over a Designated Wilderness Area. The Endangered Species Act makes it a crime to in any way affect the habitat of an officially listed Endangered Species. There are many listed species in the Pacific Northwest, and it is impossible that cloudbusting in that region could be done without affecting the habitat of several of them. Dr.DeMeo and his fan club are in blatant disregard of the laws which are intended to protect the environment. It is unfortunately true that the official agencies charged with enforcement of those laws are not likely to take cloudbusting seriously enough to bring charges, but that in no way changes the fact that those cloudbusting operations are illegal and that the laws involved are good laws that should be respected by anyone who professes concern for the earth. **************************************************** (11)Most weather-related damage is not actually caused by the weather. It is caused by people doing stupid things like building houses in a flood plain, or deforesting hillsides above a village, or some other short-sighted stupidity. Then, when there is a heavy rain, they call the results of their stupidity a "natural disaster.” ***************************************************** (12)Much of the western United States is subject to frequent droughts. In the 19th century, when the country was being settled, the farmers went to an area and saw good grass there, so they homesteaded it. Today, their descendents want the rest of the country to bail them out every time the predictable droughts or floods hit them. DEALING WITH ATMOSPHERE ABUSERS

DEALING WITH ATMOSPHERE ABUSE The Sea Shepherds do not expect to talk the Japanese whalers out of killing whales. The activists working against Monsanto and geneticly-modified crops do not expect to talk Monsanto out of promoting those crops. The Anti-slavery movement did not talk the slave-owners into ending slavery. You cannot talk abusers out of their abusive behavior. Atmosphere Abuse is no different from other, more personal, forms of abuse, such as abuse of children or animals. It is a behavior indulged in by sick individuals who enjoy being in a position of power and control. The proper use of the cloudbuster is to help the atmosphere recover from episodes of impaired functioning, not to impose an artifical regime on it for anthropocentric reasons. People who like the fantasy of "weather control", and who want to indulge in "breaking droughts" by "making rain" are a public menace and should be compared to domestic abusers and animal abusers because their underlying motives are the same, whatever rationalizations they may employ to excuse their controling behavior. Perpetrators of domestic violence are among the most intractable of all who commit violence, so intractable, in fact, that in 2000 the United Kingdom removed funding for therapy sessions designed to treat men guilty of domestic violence (putting the money instead into shelters and other means of keeping women safe from their attackers).  An abuser doesn't change because he feels guilty or gets sober or finds God. He doesn't change after seeing the fear in his children's eyes or feeling them drift away from him. It doesn't suddenly dawn on him that his partner deserves better treatment.  Because of his self-focus, combined with the many psychological rewards he gets from controlling his victim, an abuser changes only when he feels he has to, so the most important element in creating a context for change in an abuser is placing him in a situation where he has no other choice. How do we stop the abusers who enjoy the sensation of power they get from "controling the weather"? Seeing the damage they have caused won't move them to stop. Nor will hundred-degree days in Moscow. We can't stop them by making them feel guilty. We can't stop them by appealing to them to do the right thing. The only way to stop them is to make it so they have no other choice. Ideally, the solution would be to pass laws against abusive misuse of the cloudbuster, and enforce those laws. In the situation we find ourselves in today, when the people who are concerned about the issue do not have the power to pass laws and those who do have that power are not concerned, other tactics must be resorted to. Those tactics may include some of the tactics that have often been used by other groups or movements of concerned citizens who did not have the power to pass the laws they considered necessary, but refused to stand by and do nothing in the face of what they considered a great evil. The 19th century anti-slavery movement, the animal rights movement, the environmental movement, and the civil rights movement are a few of the movements that have been forced to resort to other methods because they lacked the power to pass the laws they wanted. The people who understand the particularly dire consequences of unregulated cloudbusting can look to those earlier movements for ideas on how to proceeed.

If it were a criminal case, with the possibility of a prison sentence, I would agree there should be an absolutely air-tight case. But this series of e-mails between so few people is not a criminal trial and there is no realistic possibility of any real punishment for someone we accuse of what in an ideal world, would be considered a very serious criminal offense.

 

The only power we have is the ability to "name and shame" and we also do not have the vast resources the state has to investigate suspects. If we had unlimited money to hire investigators we could tap phones, bug a suspect´s house, have some undercover investigator spend months, perhaps even years, getting to be his friend, send a girl to lure him into bragging about his power to control the weather to impress her, and force his e-mail service provider to give us copies of all his e-mails.

 

But we can´t do that. The only way we have to investigate a suspected case of cloudbuster involvement in a damaging storm is the way I have developed over the pàst 20 years in riding herd on James DeMeo. I look at the weather maps, and I look at what I know the suspect was doing, usually from his own publications, and I draw logical conclusions, based on what I know of how the atmosphere responds to cloudbusting, about what was most likely to have been done to cause what later happened.

 

That might not be enough to get a conviction in a court, and I am not sure I would want it to be. But in the world as it is, where no court would entertain a charge of causing damage by cloudbuster, and there is no budget for investigations, the only other choice would be to just drop the whole thing and leave whoever wants to do cloudbusting with no need for any accountability whatsoever.

 

That is not an option. Cloudbusting IS dangerous. And the massive and indiscriminate proliferation of cloudbusters must be addressed somehow. At this time, I am the only one trying to do ANYTHING about this environmental issue, and I have no other way to do it than what I have been doing.

 

So I will not just forget about it and let these people do whatever they wish to the atmosphere, secure in the knowledge that no court will hold them accountable. I will hold them accountable.

 

This is exactly the same thing the Sea Shepherds do about whalers., Whaling is illegal under international law, but there is no means provided to enforce that law, so the Sea Shepherds have declared themselves a private, unofficial law enforcement agency, enforcing international conservation laws on the high seas.

 

This is actually an activity that is envisioned and protected in an international treaty, the World Charter For Nature, a United Nations document that most nations have signed, but never live up to. It says " Individuals....to the best of their abilities, are responsible for enforcement of the provisions of this convention IN AREAS BEYOND THE JURISDICTION OF NATIONAL GOVERNMENTS".

 

Since the atmosphere is "beyond the jurisdiction of any national government", I consider my anti-cloudbusting activism to fall under this provision of the World Charter For Nature.

 

And just as the Sea Shepherds use tactics that a government law enforcement agency would not use, so do I. I am not a police organization. I am a cyberjournalist, an investigative reporter, a whistle-blower, exposing activities that are destructive to the environment. And in that role, I do not have to stick to the procedures and standards that the police do.

 

The police are required to stick to those procedures to protect the innocent from being wrongfully conviced and punished. Since I have no power to actually punish anyone, I am within the proper limits of journalism to be satisfied with a lower standard of evidence than would be required to convict them in a criminal courtroom where they could be imprisoned for their crimes instead of just being embarassed for them.

 

 Please look up the website of the Sea Shepherds, www.seashepherd.org  and the public archive of the Yahoo Groups Earth First Alert list, and see how environmental groups conduct a champaign against companies like Monsanto, or against the Japanese whaling fleet.

 

They do not act gentle and polite about it. They do not hesitate to be offensive to the evil-doers who are trying to murder the earth. They do not expect to win over the evil-doers. They do not try to do that. What they try to do is get the people who are being hurt by the evil ones angry enough to stop them.

 

And using emotionally meaningful words like "evil-doers" is one of the tactics that has proven to be successful in many campaigns. When Captain Paul Watson says the Japanese whalers are members of the Yakuza, the Japanese Mafia, he does not show recordings of their phone calls or video tapes of their secret meetings to prove it to anyone. He just says it. Some people will believe it. Others will not. The ones who do believe him will be more inclined to help stop the whaling. The ones who do not, probably would not help much anyway.

 

What you are trying to do is talk me into going easier on the bastards who are trying to ruin the atmosphere. I will not do that. I will hit them as hard as I can. Every time. That is the only way to stop them. And I want to stop them. Not to be fair to them. Not to win them over and convince them to become nicer people. Not to win a debate with them. Not to look morally better than they are. To stop them. Nothing else. Just to stop them.

 

But it is also right to use every tool in the toolbox, so if you think a softer aproch would work, you try it. Then with both of us working on the case, with different tactics, there is that much better a chance of success. Every revolutionary movement needs both a radical violent underground and a legal, political, above ground faction that publicly denounces the underground for being too fanatical. That dual strategy has worked for the IRA and other groups, and it would be a good one for us to try too.

 

So you are hereby appointed my above-ground respectable faction. Feel free to tell people you agree with my goals but my methods are too uncompromising and fanatical. Then we shall see if your methods work better at getting them to give up attacking the earth with cloudbusters.

 

 If you have any better suggestion of how we can stop these people from cloudbusting, please tell me. But please do not tell me to wait until the official science community accepts the fact that cloudbusters work so the police will take over the job. That is never going to happen. So, in the absence of any governmental efforts to protect the earth from cloudbusting, how else would you suggest we go about it?

 

 

 

Grounds For Suspicion

My conclusion that incompetent cloudbusting was responsible for the floods in Queensland was based on more than just that one inadvertant admission by Jamie Ogg that he had known Ash was trying to stop the rains just before the rain increased.

I had also seen pictures of a cloudbuster Ash had on his website, and he had sent pictures of a Trevor Constable-type "Spider Unit" he had built to several lists and said he was testing it to see what changes it caused that would change the readings on an orgone field meter. This was just before the rain started.

The sequence of events then looked like this. First, Ash does tests of the Constable device, not understanding what it really does to the atmosphere or how it does it because what Constable says it does is something different, disguised to prevent anyone who sees it from understanding it enought to be able to get desired results with it. Then, after the device triggers excessive rainfall, Ash asks friends in America for help in stopping the rain, still not knowing it was his own earlier work that had started it.

Then, acting on advice from Jamie or someone else, probably Karl Schwartz, a fraud who falsely claims to have been a student of Constable, Ash tries to stop the rain with a standard-model Reich cloudbuster, and not knowing that a draw from vertical will cause a prolonged, heavy rain, as Reich said and I have seen for myself, draws from too high an angle, close enough to vertical to cause the already contracting atmosphere to contract still more, increasing and prolonging the rain.

This sequence of events can be clearly seen on the weather pictures from space. And there is no way an already contracting atmosphere, with the rain already having gotten started, would suddenly contract still more all by itself. If it is already in the contraction phase of the expansion-contraction cycle, it will not contract additionally unless an additional contracting stimulus is applied.

 Somebody must have been cloudbusting at the time right AFTER the rain had started, and Ash was the most logical suspect since he was in Queensland, was known to have a cloudbuster, and had been operating just before that when the rains started, as shown by his posts to the orgone lists about his tests with the field meter.

This suspicion was then confirmed by Jamie, who I already knew Ash was in the habit of asking for advice on things orgonomic. The highly defensive reaction of both Ash and Jamie when I made public this suspicion is additional evidence that they both are at least at some level, aware that that is what happened, but are in denial.

Additionally, I had sent an e-mail to Hugh Lovel, an American now living in Queensland, who is into biodynamic farming and has many contacts in that field in Australia. If someone in Queensland was doing cloudbusting, Hugh is likely to know of it, but he answered that nobody he knew of was trying anything with a cloudbuster. That does not totally rule out the possibility that someone other than Ash was cloudbusting, but it does greatly reduce the likelihood.

So I would consider the odds that Ash caused both the start of the rain and the intensification of it afterwards as good enough, if not for a conviction, at least for an arrest warrant and indictment.

"Controlling" The Weather

Weather control is like armoring. It is the usual way of the armored person, a person who defends himself strongly against a preceived dangerous world,  to think the problem is caused by things being "out of control" and that controling them would make the problems go away. Actually, the exact reverse is true.

 

The armored person who controls his breathing, for example, is having physical and emotional problems because of that control and if he could STOP controlling it, the problems would be over. The controlling of the breath is the reason there are problems.

 

The normal atmosphere, functioning without human intervention, is the one we grew up in, the environment we developed in for millions of years, and are best adapted to live in. It is therefore the condition in which we are safest.

 

The most important atmospheric danger at the present time is that the atmosphere no longer is being left alone to do what it does without human input. It is being affected by modern nuclear and electromagnetic technologies. It is being damaged, disrupted, and destroyed by these modern technologies. And adding yet another layer of even MORE modern technology to the already sick and dying atmosphere will not help anything. It will just speed up the process of killing what is left of the atmospheric BIOLOGICAL energy.

 

Like the patient whose problems are caused by too much control, the atmosphere needs to be released from the burden of human intervention so it can recover and function normally again at it´s own pace, not at a pace determined by humans and what they are doing to it.

 

The authoritarian personality cannot see any good in anything functioning as it wishes to without being controlled by someone. They feel threatened by the freedom of children, animals, and societies. They feel that anything not under control is a danger. And in this case, the atmosphere is the intended victim of their control-freak mentality. These people want to control the weather because it frightens them to not have power over everything around them, both natural and human.

 

It is no accident that the same people who get interested in controlling the weather are the ones who are on the far right of the political spectrum in other fields as well. For example, they are very likely to be free-energy advocates, thinking that finding some new power source, such a motor that runs on the ether, will solve all environmental problems.

 

This bit of idiocy is standard in the alternative science movement, which is a right-wing movement that ignores all the other types of environmental problems, especially the really BIG one of over-population, and tries to claim all environmental issues can be solved by discovering a new power source without the cultural pain of changing social customs and life-styles.

 

The job of the environmental movement is to stand in the way of this so-called "progress" and stop this destructive intervention before the atmosphere is totally killed by these control-freaks and their shinny new toys.

 

The Stevens device does not look like it is anything like the Wells-Newman device, and it probably is not.

 

But nearly ANY electromagnetic device can have harmful effects on the weather. And given that the control-freaks do not see that these effects ARE harmful, they will celebrate them as a wonderful scientific breakthrough in "weather control" instead of seeing that what they have found is really another way of HARMING the weather.

 

So it may indeed have an effect on local weather conditions, though almost certainly, not a good one.

 

And, yes, you are right. We may have to get used to "democracy" in the field of "weather control"-a democracy in which everyone who wants to control the weather can do so for a few dollars from their backyard.

 

In which case, the only thing we can hope for is that civilization collapses and most of these backyard weather-control hobbyists get killed off in the fighting over what is left in the supermarkets before it is too late for the atmospheric life energy to recover from the damage they will do to it.

 

An Overview Of The Cloudbusting Situation

Dear Dr. ................,

 

You ask a lot of good questions, but unfortunately there are no good answers. I will try to summarize the background to the situation.

 

1. I have been involved in orgonomy for over 40 years, have done most of the basic experiments first done by Reich, and some orginal ones, and was a student in the only seminar Eva Reich ever taught on orgone biophysics. My experience includes the first cloudbusting expedition in Australia, in 1971.

 

2. As the internet has made spreading information around so much easier that it was before, more and more people have found out how to construct a cloudbuster. Hardly any of them have a clue to how to use it properly. The result has been a lot of eratic weather, and numerous deaths have been among the results. I have documented many of these cases on my blog, www.orgonomicecology.blogspot.com

 

3. My role has morphed into that of a crusading cyber-journalist, blowing the whistle on incompetent irresponsible misuse of the cloudbuster. In this capacity of environmental activist against Cloudbuster Malpractice I have made many enemies among the Atmosphere Abusers. Not surprisingly, some of them have attempted to retaliate by posting defamatory articles about me on various internet venues. This is the normal spate of personal attacks any environmental activist regularly undergoes from those he criticises. The more effective the criticism, the more vehement the attacks.

 

 In most cases, it is harmless enough, since the people I am trying to reach are not likely to fall for such obvious slander of an environmentalist, and the people who are likely to believe the lies told about me are not likely to become active against cloudbusting anyway.

 

In particular, conspiracy-theorists and free-energy advocates are seldom environmentalists and could not be expected to become active in a campaign to obstruct use of what they think of as a new technology. The free-energy believers are almost always in favor of any new technologies and expect new technologies to save the world from environmental problems, while the conspiracy-believers think the corruption of few bad eggs in positions of power is the real problem and expect to solve it by political means. Neither is a potential activist against a mass movement of well-meaning but incompetent middle-class backyard hobbyists irresponsibly playing with a new technology.

 

4. I am not against all cloudbusting. On the contrary, I consider properly-done cloudbusting to be a much-needed adjunct to the environmental movement, with the potential to at least partially off-set the harm being done to climate stability by nuclear technology.

 

The wide-spread use of radioactivity is the most serious problem facing this planet, and the cloudbuster, while certainly not a panacea, could do a lot to help keep the earth habitable until the Atomic Age is over and the atmosphere can start to recover from the damage that the use of nuclear power has inflicted upon it.

 

The issue is not cloudbusting, per se, but improper cloudbusting by persons who do not understand the principles involved, the most important of which is atmospheric self-regulation, a concept that authoritarian personalities seem unable to grasp.

 

5. Cloudbusting can be taught, but it is more like a neuro-muscular skill, like swimming or riding a bicycle, than an intellectual subject of study, so it cannot be taught or learned via the printed word, over the internet. The ability to recognize proprioceptive sensations is much more important than any book-learning in subjects like meteorology or atmospheric physics. In fact, formal training in such subjects is not only irrelevant, but a positive drawback.

 

Another major drawback is mystical thinking. Many people who are attracted to cloudbusting suffer from habitual mystical distortions of their thinking processes, which can become dangerous if they are allowed to manipulate the weather.

 

6. The people who do the best work in cloudbusting come from a background of kindergarden teaching, animal training, gardening, and artistic pursuits. The ones with the worst record come from a background in physics, engineering, especially electrical engineering, and meteorology.

 

There is even some doubt if cloudbusting can be properly learned by adults, and it is likely that only young trainees, under the age of 17 or so, should be accepted for training. A proper training program for adolescents would take about two or three months of full-time personal instruction, and would not include meteorology, which is largely irrelevant.

 

7. The cloudbuster is based on a fundamental breakthrough, and is not just an extension of current scientific knowledge, and the most important lesson to be learned from it is that it renders the prior scientific model of the atmosphere obsolete and all previous concepts of atmospheric functioning must be abandoned. This strikes some persons with formal scientific training as heresy and they strongly resist it. But no progress will be made until the current model of the atmosphere is dropped from consideration.

 

The orgonomic model of the atmosphere certainly does not exclude the well-attested role of naturally-occuring cycles based on astronomical factors, but superimposes upon those natural cycles two additional factors of human origin. One is a global, ongoing, generalized deterioration of atmospheric stability, a breakdown of the coupling between the atmosphere and the underlying orgone field that is the ultimate Prime Mover of the material componants of the atmosphere. This gobal oranurization is behind most of the long-term changes in climate that are being conventionally --and wrongly-- ascribed to greenhouse gases.

 

The other factor taken into consideration by the orgonomic model of atmospheric functionig, but ingnored by the conventional model, is the genesis of specific weather events in cloudbusting operations. Many severe storms, floods, etc., are known to have been caused by poorly-done cloudbusting operations. The recent disasterous floods in Queensland, Australia, which were caused by a series of bungled operations by a Mr. Ash Palise, of the Brisbane area, are only one example of this added factor that must be taken into account to form a complete picture of what is happening in the atmosphere.

 

 

8. A basic miscalculation by many people who do not understand the concept of cloudbusting it that there is some way to improve the cloudbuster. There is not. No improvement on the original design is possible. There are many claims of better forms of equipment than the original cloudbuster, as designed by Reich, but on close examination they all turn out to be either outright lies for commercial purposes or self-deception by individuals who do not understand the way a cloudbuster works.

 

There is certainly much room for research, and much research should be done, but inventing new forms of equipment is not the direction research should go. What is needed is more information on how the atmosphere functions, and how the operator functions while interacting with the cloudbuster. We need better operators, not better equipment.

 

Another miscalculation is the blind faith in elecromagnetism that misleads some people into thinking some elecrical form of weather manipulation is possible. Since electromagnetism is a secondary form of energy, and such secondary energies interact with the primary energy of the atmosphere, irritating it into a toxic and more randomized state of activity, all any electromagnetic device can do is add to the disruption of an already damaged atmospheric energy substratum. There is no way any electromagnetic device could ever do any good in terms of helping to restore a damaged atmospheric energy system to normal functioning, which is the point of a properly-conceived cloudbusting operation.

 

9. There is no law specifically against cloudbusting yet, but there are numerous laws that could be used to put a stop to free-lance cloudbusting by individuals. Activists should have no trouble convincing the authorities to take action against independent cloudbuster operators under already existing laws that were intended for other purposes.

 

 In case where the authorities prove unconcerned, there might be other ways to trigger some action. An insurance company, for example, might be persuaded to use their considerable influence to instigate legal action against persistant cloudbuster operators to protect their profitability. Or a civil suit for storm damages could be filed, which even if not ultimately successful in a trial, would drive up the cost of cloudbusting beyond what most people interested in it could afford.

 

10. The most urgent need right now is for a Code Of Ethics for cloudbuster practicioners, and a set of standards that can be agreed upon for what goals to attempt. Since at this moment, such considerations seen hopelessly Utopian, my role of investigative journalist, cyber-activist, Nemisis, and Jiminy Cricket to the growing cloudbuster movement, seems assured.

The Legal Position Of Cloudbusting

This was sent to another list to counter some DELIBERATE misinformation being spread around on the internet by malicious individuals who are trying to irresponsibly encourage cloudbuster proliferation. These individuals want as many irresponsible incompetent people as possible to take up cloudbusting as a hobby or sport, an activity which could cause severe environmental destruction.   For details of some extreme storms and other ecological damage caused by such individuals, see my blog, www.orgonomicecology.blogspot.com                                          The Legal Position Of Cloudbusting   It is often overlooked that cloudbusting is illegal in almost every developed country. Laws that are intended to regulate cloudseeding would be applied automatically to any new method of weather-modification that came to the attention of the appropriate reguatory body.   In the United States, the law requires 10 days advance notice to NOAA for any weather-modification work. There is no mention in the law about any particular method, so it would apply to any means of weatrher modification.   The National Environmental Policy Act requires public notice and oportunity for the public to comment before any project that would affect the environment can be started.    The Wilderness Act makes it illegal to do anything to alter the pristine character of a Designated Wilderness Area, a designation that includes parcels of land scattered throughout the Western states so thickly that it would be almost impossible to avoid affecting at least one with any cloudbusting operation.   The Endangered Species Act makes it illegal to do anything to affect the habitat of a listed species, of which there are so many, that again, it would be almost impossible to avoid such an area with a typical-sized cloudbuster operation.   Several states have laws requiring weather modifiers to carry insurance coverage to guarantee compensation to property-owners who might be harmed by the altered weather.   Numerous court rulings in civil cases have held that cloudseeders are liable for damages if they cause rain that does any damage to anyone. The courts place a lot of stock in prededent, so they almost certtainly would rule the same way in a similiar case involving some other form of modifying weather if such a case ever came before the courts. The legal issue would be the damage done, not the method used. And civil cases, unlike criminal cases, can be brought by anyone, so there would be no need to convince a public prosecutor to file charges.   A treaty signed by the US in 1978 makes military use of weather modification or any research on it for military purposes, illegal. Since 60% of all US research is funded by the Pentagon, scientists wanting research grants could not obtain funding as easily as for other projects because only private-sector funding would be available.    In Australia, all weather modification needs a specific act passed by the legislature, and is not allowed without such an act. In the European Union, international human rights agreements forbid doing any scientific experiments on people without their consent, so to do a weather-control experiment it would be necessary to get the consent of every person in the area to be affected, or it would be a violation of the rights of anyone who did not give consent to be experimented upon.   When Trevor Constable wrote an article about his using an aircraft for airbourne cloudbusting operations in Hawaii, I contacted the Federal Aviation Administration and told them about it. I sent them a picture of the airplane that Constable had published in his article about it, showing the equipment attached to the outside of the small airplane. They investigated, and the pilot had his license suspended for a time. It is illegal to attach anything to the outside of an aircraft that might alter the flight characteristics of the aircraft. This is an excellent example of how activists can use existing laws to obstruct atmosphere abuse without having to convince anybody about the effectiveness of cloudbusting. So cloudbusting is already illegal almost everywhere. Anyone doing cloudbusting is in violation of several laws that already exist.
